Icograda (International Council of Graphic Design Associations) is holding a special international congress in Seoul, Korea to mark the new millennium. Organized broadly around the theme of Oullim, a Korean word meaning [greater equal]great harmony,[less equal] the congress features three days of presentations and seminars with prominent members of the world design community. In addition to the main program, exhibitions and other events will be held in conjunction with the congress. This historic gathering will be a remarkable opportunity for visual communicators from around the world to herald in the new millennium by reflecting on the past century of design, assessing the present, and exploring visions for the future.

North, South, East, West: Be There!
The Icograda Millennium Congress on the theme of Oullim, the Great Harmony, is a unique opportunity for the world's community of visual communicators to examine their potential and express their abilities. At a time when technological advances minimize the relevance of distances and borders, basic questions of individual, cultural, and national identity arise daily. Graphic designers -visual communicators- reflect and generate these developments. They have a pivotal role to play in enhancing contacts, understanding, and peace. The congress in Seoul promises to be an exciting and memorable experience.
Visual design, perhaps more than any of the design professions, will change drastically over the next decade. The explosive expansion of consumer/service based economies, coinciding with revolutionary changes in commercial and information transaction technology and habits make the role of the graphic designer critical.
The Oullim congress is an opportunity to take a look back at the last century, consider the present and gaze into the future.
Korea, a country very aware of the importance of design, is particularly suited to host such an event. It is an ancient culture, with an advanced economy with a tradition of hospitality. The congress in Seoul promises to be an exciting and memorable experience.

A Historic Event, a Memorable Experience
Although the Oullim 2000 Seoul congress will not provide you with direct answers, it will give you an opportunity to gain understanding from the various viewpoints of international professionals in the fields of visual communication design, media design, animation, marketing, typography, publication design, the Web, video, CD-ROM, and design theory along with artists, philosophers, musicians, writers and filmmakers.
During this Oullim congress, we will talk about relationships, professionalism, discovering philosophy, attitudes, mentality, unity, linkage, concord, connectivity, and innovation.
In the course of the three-day congress, influential speakers will be brought together to create extraordinary interfaces of insight. Our discussion of the Oullim design concept in October in Seoul will be a historic event. You will discover something new as you feel the breezes of the Orient on this lovely peninsula, meet new friends, and receive new inspirations. Main Program
Day 0: Tuesday October 24, 2000
On the eve of the congress, participants will be welcomed to Seoul with an opening ceremony where delegates and guests will be treated to an evening of refreshments and performances following a keynote speech.
Day 1: Wednesday October 25, 2000
Theme: The Oullim of East and West
The first full day of the congress will feature presentations by eight speakers under the theme of The Oullim of East and West. The theme will explore ways in which the rationalist design traditions of the West and naturalist traditions of the East can be harmoniously merged. In the spirit of Oullim, the two great traditions can be the source of a new paradigm and a new starting point for design.
Day 2: Thursday October 26, 2000
Theme: The Oullim of Nature, Humans and Technology
The second day of the congress features thirty-two parallel sessions enabling participants to meet in small groups to discuss a variety of topics related to the theme of The Oullim of Nature, Humans and Technology. The start of the new millennium calls for an earnest examination of our relationship with nature and technology. Through the small group sessions, participants will have the opportunity to explore the issue of how humans, nature and technology can co-exist in a symbiotic relationship of harmony and examine the role of design in achieving this goal.
Day 3: Friday October 27, 2000
Theme: The Oullim of Past, Present and Future
The congress will conclude with presentations by eight speakers and a closing ceremony. On this final day, speakers will examine the theme of The Oullim of Past, Present and Future, delving into questions about how design can emerge from the rational tradition of modernism and address the new social needs and paradigms of life in the new world.

Expected Attendance and Costs
As a special millennium congress, attendance is expected to reach approximately 1,000 participants. One observation made about previous congresses was that costs of the registration and accommodation were high, making the event inaccessible to younger designers and students. An attempt has been made to resolve this problem by offering student and youth discounts. The fee schedule also encourages delegates to register early by offering sliding discounts for early registration.
Icograda Members' Members and Friends of Icograda can also take the opportunity of special discounts.

Icograda Graphic Design Education Manifesto

The Icograda Seoul Manifesto Committee was formed to create a working document exploring new principles for design education to meet the changing era of visual communication. A final document will be translated into nine languages and read out on October 27, 2000, the final day of the congress.

A meeting for Asian graphic designers will be held on October 23, 2000 prior to the first full day of the congress. The gathering will give Asian designers a chance to establish ties with colleagues from throughout the region and formulate strategies for the new era in design.
Icograda member organizations from Asia will take part in the meeting including major design associations from Korea, China, Japan, Taiwan, Singapore, and Australia. Representatives from non-member organizations will also take part in the meeting. These include participants from the following nations: Macau, Mongolia, Malaysia, Myanmar, Bangladesh, Vietnam, Russia, Indonesia, China, and Thailand.

Cutting Edge Moving Image International Festival

The Cutting Edge Moving Image International Festival is a competition for designers working with moving images. The new design environment is compelling graphic designers to grow beyond the traditional borders of graphic design and expand their talent into new kinds of work that incorporate moving images. The creative works of graphic designers in digital media, film and video are an indication of a paradigm shift in the field of visual communication design and reflect the direction of the next generation. The Cutting Edge competition aims to encourage designers, artists, professionals and students working in such fields.
The contest calls for submission of works in VHS, BetaCam or digital video format, up to one minute in length, dealing with the theme of [greater equal]Yesterday, Today, and Tomorrow[less equal], and produced within the last year. The winners will be announced and screened at the congress. The grand-prize winner will be awarded a cash prize of US$5,000.

An international design exhibition to commemorate the special millennium congress, Visual Communication Today will feature all forms of graphic design works submitted by Icograda member associations and associations invited to the Seoul Regional Meeting, including posters, leaflets, and videos. Furthermore, objects reflecting the culture of the participating nations will be displayed. Among these items will be newspapers, magazines and other print materials, stamps, flags, government forms, and packaging.

East Asian Poster Exhibition

The East Asian Poster Exhibition will feature design works by artists from Korea, Japan, China and Taiwan. These Asian nations share deeply interwoven histories and common interests. This exhibition will allow East Asian artists to exhibit works alongside colleagues from throughout the region.

Designit Exhibition
COEX Pacific Hall
Designit was launched in 1998 by UK Prime Minister Tony Blair and Korea's President Kim Dae Jung in an effort to encourage youths from Europe and Asia to tap their creative powers by collaborating on innovative design projects.
Students from the two regions have been working together on projects under the following themes: (1) Tomorrow's Transport, (2) Information and Communication, (3) Recycling and Reusing, (4) Space for the Community, (5) Fashion and Identity, and (6) New Materials.
As a sister event, the best of the joint projects will be displayed at an ASEM exhibition to be held concurrently with the Oullim congress.

S P E C I A L P R O J E C T S :
Design Education Database
Supported by Icograda and Hongik University and implemented by KIDP, the Design Education Database is a project to construct a database of design education information from around the world. Aimed at providing information to designers, educators, students and the general public, the database is also intended to be a resource for design institutions in establishing their design education policies. The project's long-term objective is to construct an international network that can serve as the foundation for the establishment of a cyber design school.
